The meeting began with a presentation by John Maheu, Executive Director of the Association of Ontario Road Supervisors (AORS) and Jarett Hoglund, General Superintendent with the County of Middlesex. Mr. Maheu and Mr. Hoglund were in attendance to speak about AORS’s upcoming Municipal Trade Show. The Middlesex County Public Works Association is hosting this year’s show on June 7 and 8 at the Gemini Sportsplex in Strathroy. More than 200 vendors will be in attendance. The event is open to members of the public who wish to attend at no cost.
During the meeting, Council:
- Received an update on the “Pathways to Decarbonization Study” conducted by the Independent Electricity System Operator (IESO). While no action is required by Middlesex Centre, municipalities need to be mindful of potential changes to long-term energy supply when planning for growth and future development.
- Received the February budget to actual financial statement and the capital budget to actual Q4 2022 preliminary report.
- Received a summary report on council remuneration and expenses for 2022.
- Received an update on activities planned in celebration of Middlesex Centre’s 25th anniversary.
- Directed revisions to the updated Middlesex Centre Official Plan currently before the County of Middlesex for approval. These include redesignating a property to the east of the hamlet of Melrose as part of the hamlet area, adjusting the hamlet area boundary in Denfield due to the location of the Lake Huron Water Supply System pipeline corridor, and adjusting the settlement boundary in Delaware to remove lands where the flooding hazard is too significant for development to occur.
- Awarded several tenders that require Council approval due to insufficient bids (less than three received) and/or being recommended for single-source procurement. These tenders were for replacement vehicles for Building Services, load and haul services of Granular A services, supply and application of dust control, and consulting services for SCADA Standards (supervisory control and data acquisition system for water/wastewater). The costs for these products and services were under the approved costs in the 2023 municipal budget.
Planning Matters
Sitting as the Committee of Adjustment and then in public meeting, Council approved a number of minor variance applications and other planning applications.
