Utility Bills


Middlesex Centre issues monthly utilities bills for water and/or wastewater (sewer), depending on the services offered in your area. All properties are charged a stormwater management fee.

Utility Bill - Information

Rates:

Due Dates:

  • Water meters are read twelve (12) times a year and billed accordingly. Stormwater also is billed monthly.

Late Payments:

  • Penalty/interest of 5% is charged on overdue accounts on the first day of default.
  • If the account is not paid within 60 days, a statement is sent out with a $5 statement fee. Thereafter the balance will be transferred to the property tax account.
  • Failure to receive a bill does not relieve the customer from the finance charge or a transfer to the property tax account.
Utility Bill - Receiving your Bill

Unless otherwise indicated, customers receive their utility bill (water, wastewater and/or stormwater) by mail during the first two weeks of the month.

Customers may opt bills through email billing.
 

Email Billing

The municipality offers customers the opportunity to receive their utility bill by email. Receiving your bill by email allow customers to receive bills immediately and easily file these important documents electronically for future reference.

Utility Bill - Paying your Bill

Customers have several options for paying their utility bill:

By Pre-Authorized Payment (PAP) Plan
By Internet or Telephone Banking
  • The payee name is listed as "Middlesex Centre Utilities".
  • You may already have another account (such as taxes) under this payee.  If so, you will need to setup an additional utility account for your Water & Wastewater payment.
  • Use your water billing account number and use all 10 digits.
  • Please allow at least three (3) days for bank processing time to avoid late payment penalties.
At your Bank or Financial Institution
  • Bills can be paid at any authorized financial institution.
  • Please allow at least three (3) days for bank processing time to avoid late payment penalties.
  • Must be your financial institution and transferred from your account. 
By Mail
  • If you are paying by cheque via mail, allow sufficient time for delivery.
  • Please make cheques payable to “The Municipality of Middlesex Centre”.
  • A NSF fee will be charged for any returned payments.
  • Payments received after the due date will be subject to penalty.
In-Person Payment by Cash, Cheque or Debit
  • Payment can be made at the municipal office between 8:30 am and 4:30 pm, Monday to Friday, at 10227 Ilderton Road in the village of Coldstream.
  • Credit cards are not accepted.
  • Please make cheques payable to “The Municipality of Middlesex Centre”.
  • A NSF fee will be charged for any returned payments.
  • A drop-box is available outside of the municipal office for those paying by cheque.
Online by Credit Card

Middlesex Centre accepts payments via MasterCard and Visa using a third-party service provider, Paymentus. 

Paymentus charges a fee of 2.5% of the payment amount for each individual payment. The maximum amount per payment is $10,000. The fee covers payment handling and processing charges. Middlesex Centre does not receive any part of the service fee.

Please allow at least three (3) business days for processing time to avoid late payment penalties.

To pay by credit card:

What you need to have ready:

  • The account number from your water bill
  • The balance owing
  • Your credit card

When paying:

  • You will be asked to enter the payment information including your account number, your credit card details and payment amount.
  • You will be asked to confirm to pay a convenience fee.
  • You will be provided with a confirmation number if the transaction is successful.

Utility Bill - Moving & New Accounts

Moving to a new home/new address in Middlesex Centre? To set up a new account, please fill out the Request a New Water Account Form. Note that accounts must be in the name of the owner of the property, however bills can be sent to a tenant for payment.

Moving out of your current home? To close your water account (water, wastewater and/or stormwater), please fill out the Final Water Bill Form. Complete this form even if you are moving within Middlesex Centre.

Tax Billing & Payments


Middlesex Centre collects property tax on behalf of the municipality, Middlesex County and local school boards. You can learn more about your property tax is calculated and billed on our taxes and assessments page.

Property Tax -  Information

Due Dates

Interim taxes are based on 50% of the previous year’s taxes. 

Interim bill due dates for 2024 tax year are:

  • February 29 
  • May 31

Interim bills are circulated in the first part of February.

Final bill due dates for 2024 tax year are:

  • August 30
  • November 29

Final bills are circulated in the first part of August.

Late Payments

  • Penalty/interest of 1.25% is charged on overdue accounts on the first day of default and the first day of each month thereafter. In addition, a statement is sent out with a $5 statement fee every month in default. 
  • Accounts overdue for two years, may be subject to a tax arrears certificate (tax registration lien).
  • Failure to receive a bill does not relieve the customer from the finance charge or tax arrears certificate.
Property Tax - Receiving your Bill

Residents and businesses will receive tax bills by mail or can request to receive their bills through email billing.

Email Billing

The municipality offers residents the opportunity to receive tax bills by e-mail. There is no requirement to sign-up for this service. Receiving your property tax bill by email will allow you to receive bills immediately and easily file these important documents electronically for future reference.

Property Tax - Paying your Bill

Payment of your property taxes bill can be made as follows:

Pre-Authorized Payment (PAP) Plan

Ten automatic withdrawals from your bank account on the 15th day each month (February to November) or automatic withdrawals from your bank account on the four instalment due dates. See the pre-authorized payment plan form for more information.

Please note: You will still receive a bill from the municipality if you pay by PAP.  It will say "Pre-Authorized Payment Plan in Effect. Do Not Pay." across the bottom of your bill.

Internet or Telephone Banking
  • The payee name is listed as "Middlesex Centre Tax".
  • You may already have another account (such as water or utility bills) under this payee.  If so, you will need to setup an additional account for your property tax payment.
  • Use your property roll number for your account number and use all 19 digits (if only 15 are allowed leave off the last four zeros).
  • Please allow at least three (3) days for bank processing time to avoid late payment penalties.
Bank or Financial Institution
  • Bills can be paid at any authorized financial institution.
  • Please allow at least three (3) days for bank processing time to avoid late payment penalties.
  • Must be your financial institution and transferred from your account. 
Mail

Property Tax - Moving
  • There is no need to contact us if you are moving unless you haven’t received a tax bill. The tax account (roll number) stays with the property. 

  • Please contact your lawyer for any tax adjustments between owners.

  • Note there is a $50 set-up fee for new property tax accounts (change of ownership). This fee includes the cost of setting up a new utility (water) bill.

  • Moving to a new-construction home? Remember to plan for a future Supplementary Tax Bill in your budget.

Other Bills, including Parking Tickets and Building and Roads Permits


Parking tickets, roads permits, building permits and other municipal bills can be paid as follows.

Parking Tickets
Mail
  • If you are paying by cheque via mail, allow sufficient time for delivery.
  • Please make cheques payable to “Municipality of Middlesex Centre”. Include the ticket number and your license plate in the memo line.
  • A NSF fee will be charged for any returned payments.
In-Person Payment by Cash, Cheque or Debit
  • Payment can be made at the municipal office between 8:30 am and 4:30 pm, Monday to Friday, at 10227 Ilderton Road in the village of Coldstream.  A drop-box is provided at the office as well (cheques only). 
  • Credit cards are not accepted.

  • You will be provided with a confirmation number if the transaction is successful.

Middlesex Centre accepts payments for building permits, invoices, and other miscellaneous fees via MasterCard and Visa using a third-party service provider, Paymentus.

Paymentus charges a fee of 2.5% of the payment amount for each individual payment. The maximum amount per payment is $10,000. The fee covers payment handling and processing charges. Middlesex Centre does not receive any part of the service fee.

Please allow at least three (3) business days for processing time to avoid late payment penalties.

  • Your account or customer number.
    • If you are paying for a building permit, you can find your customer number in the Invoice Number Box on Cloudpermit (it will say, "number for online banking").
    • If you are paying for a roads permit, you can find your customer number on the top, right corner of your invoice. Be sure to include all of the digits.
  • The amount owing
  • Your credit card

When paying:

  • You will be asked to enter the payment information including the account/customer number, your credit card details and payment amount.
  • You will be asked to confirm to pay a convenience fee.
  • You will be provided with a confirmation number if the transaction is successful.
