At this special meeting of Council, Tiffany Farrell, Director of Corporate Services, and department representatives presented the Draft 2025 Middlesex Centre Budget.
The total proposed 2025 Middlesex Centre budget is $79,136,066. It is split into operating and capital costs.
2025 Draft Capital Budget
The recommended capital projects for the coming year total $29.5 million with:
- $9.97 million for Transportation/Roads projects such as various culvert repairs, bridge repairs and road repairs and hot mix, char & chip resurfacing.
- $9.88 million for Environmental Services projects, including stormwater management, wastewater treatment upgrades, and water system improvements.
- $5.81 million for Facility Services projects, including municipal office renovations, and various repairs and retrofits at the Komoka Wellness Centre, Ilderton Arena, and community centres.
Funding for Middlesex Centre’s capital projects comes from reserve funds, development charges, donations, and grants.
2025 Draft Operating Budget
The operating budget looks at the day-to-day expenditures of the municipality. This includes wages, utilities, supplies, fuel and insurance, among other costs. Much like household bills, these costs increase with inflation.
The recommended operating budget is $49.6 million. Top costs in the operating budget include:
- Transfer to Reserve Funds (used to fund capital projects) - $18.11 million (36.5%)
- Wages & Benefits - $11.97 million (24.1%)
- Subcontracted Services (largely police and waste management) - $5.38 million (10.9%)
The operating budget is funded from several sources. In 2025, revenues will come from property taxes (53%), user fees (34%), grants and subsidies (9%) and other sources (4%).

The next meeting of Middlesex Centre Council is set for Wednesday, December 4, 2024, at 9:30 a.m. Please note that council meetings will be held at the Ilderton Community Centre for the duration of the municipal office renovation.

Post-Meeting Update: Nov. 29, 2024
The Province of Ontario has announced that it is "proposing to provide over $77 million in financial relief to municipalities to help offset the increased cost of municipal police services provided by the Ontario Provincial Police (OPP)." Staff are following this development and will adjust the draft budget accordingly once further details are announced.
