Notice of Study Completion - Servicing Master Plan

The Study

The Municipality of Middlesex Centre has undertaken an update to the Master Servicing Plan that was previously completed in 2010. Since the completion of the 2010 Master Servicing Plan, the Municipality experienced growth in some settlement areas, which prompted servicing extensions and infrastructure upgrades not captured or envisioned in the previous study. As such, this Servicing Master Plan (SMP) examined the servicing systems by:

  • Reviewing new planning policies;
  • Considering population and development growth projections;
  • Reviewing current and future needs and issues that existed within the Municipality;
  • Aligning with and supporting the Municipality’s Official Plan and other strategic plans and policies; and
  • Supporting planned growth within the Municipality to the year 2046.

The Servicing Master Plan focusses on the water, wastewater, stormwater and solid waste servicing systems within the Ilderton, Komoka-Kilworth, Arva, and Delaware Settlement Areas; as well as the hamlets of Ballymote, Birr, Bryanston, Denfield, Lobo, Melrose, and Poplar Hill-Coldstream Hamlet Areas within Middlesex Centre. 

The Servicing Master Plan

This study was conducted in accordance with Approach #2 of the Master Planning Process, as outlined in Appendix 4 of the Municipal Class Environmental Assessment (MCEA) document (2024) and met the requirements of Phase 1 and 2 of the MCEA process. Under this process, First Nations, agency and public input was invited through two public information centres for incorporation into the planning and design for this study.  This Notice hereby serves as the Notice of Completion for the Schedule B projects identified within the Servicing Master Plan. Potential Schedule C projects identified within the Servicing Master Plan will be subject to further evaluation and consultation. 

The SMP is available for review from September 25, 2024 until October 25, 2024, at the front desk at the Komoka Wellness Centre, 1 Tunks Lane, Komoka, or online at middlesexcentre.ca/smp.

Requests to the Minister of Environment, Conservation and Parks

In addition, a request to the Minister of the Environment, Conservation and Parks for an order imposing additional conditions or requiring a comprehensive environmental assessment may be made on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests should include your full name and contact information. 

Requests should specify what kind of order is being requested (additional conditions or a comprehensive environmental assessment), explain how an order may prevent, mitigate or remedy potential adverse impacts, and can include supporting information. 

The request should be sent in writing or by email to the following contacts, and copied to the project team members listed above, no later than October 25, 2024.
