The meeting began with two presentations.
Tyler Elias Thornton from the Lower Thames Valley Conservation Authority gave an overview of a proposed stewardship and restoration project located at 11620 Miller Road in Delaware, a former landfill site. The goal of the project is to create a wildlife habitat and naturalized space.
Mike Devos of Spriet Associates provided an overview of the engineer’s report for the Fisher-Watt drain. The drain is in need of a tile replacement and further improvement, as it was originally constructed in 1978. Council authorized the drain project to proceed.
In Brief
During the meeting, Council also:
- Received the 2024 Municipal Assessment Roll for information. The assessment roll is prepared by the Municipal Property Assessment Corporation (MPAC). Middlesex Centre’s total 2024 assessment value is $4,969,255,300.
- Received an update on the services of the Middlesex Centre Fire Services (MCFS) in 2023. MCFS responded to 435 emergencies last year, with 105 of those being multi-vehicle collisions. The department averaged 11 firefighters per incident in 2023. Additionally, MCFS conducted 252 fire inspections across the three municipalities it serves (Middlesex Centre, Thames Centre, and North Middlesex) and investigated 12 fires in those same municipalities.
- Received an overview of the services of the Office of the Clerk in 2023, which in addition to overseeing council meetings issued 29 lottery licences, commissioned 118 documents for the public, and issued 47 marriage licenses.
- Received an overview of the municipality’s engagement on social media and its website in 2023. The municipality saw growth in the use of all of its social media channels and continued strong use of the municipal website as a central hub for information.
- Approved the purchase of a new street sweeper attachment in the amount of $131,169.
- Endorsed an updated Tangible Capital Asset Policy for the municipality.
- Received the Budget to Actual for December 2023.
- Supported the Association of Ontario Road Supervisors advocacy efforts to develop Municipal Equipment Operator Course.
Planning Matters
Sitting as the Committee of Adjustment and in public meetings, Council heard applications for minor variances and an application for a zoning by-law amendment.

The next regularly scheduled Middlesex Centre Council Meeting is set for Wednesday, February 7, 2024, at 9:30 a.m. Please note that council meetings will be held at the Ilderton Community Centre for the duration of the municipal office renovation.
