Council Meeting Highlights - August 16, 2023

Mayor DeViet opened the meeting by presenting Riley Finnigan with the 2023 Middlesex Centre Proficiency Award. This award is given annually to a Medway High School student for outstanding academic achievement. Congratulations Riley!

Later in the meeting, George Vereyken of Spriet and Associates presented the Proskairos Municipal Drain report, and authorized staff to move forward on the project.

During the meeting, Council:

  • Received a report on a new Seniors Centre coming to Ilderton this fall. 
  • Received a refresher presentation on municipal budgeting in advance of the 2024 budget process getting underway. 
  • Received the budget to actuals report for July 2022, and the capital budget to actuals report for the second quarter of 2023.
  • Approved memoranda of understanding between the municipality and each of the five conservation authorities that are located in Middlesex Centre, in accordance with changes to the Conservation Authorities Act.
  • Received a report on building permit activity for the first half of the year. Building Services have seen a reduction of new dwelling units to 68 plus one 5-unit apartment, down from 146 in the first half of 2022. Similarly, construction value has decreased to $52,957,266 from $111,092,873 during the same period last year.
  • Received an update from Middlesex Centre Fire Services (MCFS) on their successful live fire training exercises using the Provincial Mobile Live Fire Training Unit. This experience complemented ongoing MCFS training and allowed firefighters to sharpen their skills in a more real-world environment.
  • Declared the former Kilworth Treatment Plant property at 22265 Jefferies Rd as surplus and directed staff to proceed with the sale of the land, with funds from the sale to be invested in the Build Middlesex Centre Reserve Fund.
  • Received the Energy Consumption and Greenhouse Gas Emissions Report for 2021, as required by the Ministry of Energy. The current energy consumption and demand management plan (2019-2024) sets a 1% per year reduction target for electricity and natural gas. To date, the municipality has surpassed the consumption target for electricity, but has fallen behind with target for natural gas. The 2021 energy consumption results show that all municipal facilities are operating well below national medians.
  • Approved a budget overage of $307,257 to allow for bridge rehabilitation work to be completed this year. The municipality received three tenders for needed repairs to:
    - Bridge B-505 (located on Vanneck Rd South of Siddal Rd),
    - Bridge B-301 (located on Carriage Rd north of Harris Rd), and 
    - Bridge B-314 (located on Westminster Dr west of Carriage Rd)
    but with recent construction and material increases, all came in above the approved capital budget amount. The budget overage will be covered through the use of existing reserve funds.
  • Met in closed session to discuss matters related to an Ontario Land Tribunal matter and a potential purchase of property in Ward 1. Questions related to closed session meetings may be directed to the Municipal Clerk.

Planning Matters

Sitting as the Committee of Adjustment and then in public meeting, Council received and reviewed a number of planning applications.
