About the Project

This project will see the installation of new storm sewers along Garden Ave, Wellington St and a portion of York St, which will alleviate the overburdened existing municipal drain by redirecting a portion of the flows into a new, properly sized storm sewer.

The project will also replace the existing watermain along Wellington St to accommodate future growth, as well as upgrading the road corridor to the Municipal Urban Design Standard (including construction of concrete curb and gutter, construction of concrete sidewalk, granular base and sub-base removal and replacement, asphalt paving work and pavement markings).

The Garden Ave Storm Sewer Replacement was awarded to J-Aar Excavating Ltd. in the amount of $3.6 million.

Schedule of Work

The project is scheduled to begin May 9, 2022 and be completed by Oct 1, 2022.

  • Tentative start date – May 9, 2022
  • Estimated completion – September 29, 2022
  • Top coat asphalt – Spring 2023

Work may be delayed due to weather, contractor availability and supply chain issues.

 

Updates

  • May 2: Construction notice circulated to neighbouring properties (see attached below).
  • May 2: Tree trimming/removal to facilitate the infrastructure work underway.
  • July 20: In response to a resident inquiry: York St is being widened from the existing 6.7m wide street to our municipal standard of 7.5m. It will not be as wide as the rest of York, but that is because the rest of York has parking stalls. This section of York will not have parking stalls. The sidewalk is being replace along both sides of York within the project limits.
  • Nov 2: Update to Council (full report): Identified in the 2016 Delaware Stormwater Management Environmental Assessment, this project saw the construction of a new storm sewer system to reduce the load on the existing Forsythe Drain by redirecting stormwater from large portions of York St., Wellington St., Garden Ave., and Hillcrest Crt. to a new storm outlet to the Thames River. The original project scope was expanded: 1) to coordinate the replacement of a section of watermain (and avoid having to “dig up” the road again in a few years); and 2) to undertake work to facilitate the completion of the existing Delaware Booster Pump Station. Most of the construction was completed this year, with the installation of surface asphalt and some other minor clean-up items to be finished in 2023. Based on the cost-to-date and projections of cost remaining, staff estimate that the final construction cost will be $3.25 million (excluding the Delaware Booster Pump Station), which is $180,000 below the amended construction budget approved by Council in April of 2022.
