Mayor DeViet opened the meeting by welcoming Ward 1 Councillor-elect, Jean Coles. Jean Coles formally accepted her role as Ward 1 Councillor by swearing the Oath of Office.
During the Meeting, Council:
- Received a summary of the 2024 Third-Quarter Building Activity Summary. This year has continued to see a reduction in building activity, which began in the second half of 2022.
- Received a report regarding the potential expansion of Voyago Transit Services to Delaware. At this time, an added route to Delaware is not feasible, but staff will continue to monitor the situation as the community grows.
- Received an update of Middlesex Centre’s Continuous Improvement Program initiatives that took place over the last year.
- Received the budget to actual report for October 2024.
- Authorized $35,000 to be withdrawn from the Medical Centre Reserve Fund to proceed with lighting retrofits to the Ilderton Medical Clinic as included in the 2025 Capital Budget.
- Awarded the project to complete the Schedule C Municipal Environmental Assessment for the phased expansion of the Komoka Wastewater Treatment Facility to Stantec Consulting Limited in the amount of $297,670 (exclusive of HST).
- Approved the 2025 Fees and Charges By-law. This by-law outlines the fees for a number of municipal services not covered by taxes, from planning to marriages to public skating. Where fees are increasing, they have been kept at or below inflation and/or were changed to better align with the fees of neighbouring municipalities.
- Approved the water, wastewater and stormwater rate changes for the coming year:
i. the 2025 water rates be increased 2% over the 2024 water rate;
ii. the 2025 wastewater rates be increase 4% over the 2024 wastewater rate; and
iii. the 2025 stormwater rates be increased 3% over the 2024 stormwater rates.
The average rate impact across water, wastewater and stormwater fees is approximately 3% for most users when weighted across the three services. The impact to each property will vary slightly depending on water consumption. - Sitting as the Court of Revision, approved the Schedule of Assessment for the Ilderton Drain No. 1 as outlined in the report prepared by Spriet Associates.
