Middlesex OPP Detachment Board

Seven of the lower-tier municipalities in Middlesex County contract the Ontario Provincial Police (OPP) to provide policing services. The Middlesex OPP Detachment Board is a joint board for those communities: Adelaide Metcalfe, Lucan Biddulph, Middlesex Centre, Newbury, North Middlesex, Southwest Middlesex, and Thames Centre.

The board provides independent civilian oversight under the Community Safety and Policing Act, 2019.

About the Middlesex OPP Detachment Board

The Middlesex OPP Detachment Board is an independent civilian oversight board created under the Community Safety and Policing Act, 2019.

As set out in the Act, the role of the board is to:

  • Participate in the selection of the Detachment Commander;
  • Determine objectives and priorities for police services after consultation with the Detachment Commander;
  • Advise the Detachment Commander with respect to policing provided by the Detachment;
  • Monitor the performance of the Detachment Commander;
  • Review regular reports from the Detachment Commander regarding policing provided by the Detachment, and
  • Provide an annual report to the member municipalities regarding the policing provided by the Detachment in their municipalities.

Along with its legislated duties, the Middlesex OPP Detachment Board serves as a bridge between the community and police. The board provides a venue for the local municipalities to coordinate and collaborate on strategies to address common public safety issues.

Detachment Board Members

Membership in the Middlesex OPP Detachment Board is set out by the Ministry of the Solicitor General:

  • One member of council from the Municipality of Middlesex Centre
  • One member of council from the Municipality of Thames Centre
  • One member of council jointly appointed by the municipalities of Adelaide Metcalfe, Newbury, and Southwest Middlesex
  • One member of council jointly appointed by the municipalities of Lucan Biddulph and North Middlesex
  • Two community members (may come from any of the municipalities that are served by the board)
  • One member appointed by the Minister (Solicitor General)

Members are appointed to the board for a period that aligns with the term of council. More details on the requirements to serve on the Middlesex OPP Detachment Board can be found on the Government of Ontario website.
